Before Congress, he worked as an environmental attorney, an economist for the EPA, a San Diego deputy city attorney, and later served on the San Diego City Council and as its president. He was elected to Congress in 2012 and has served since 2013, focusing heavily on energy policy, climate change, infrastructure, and fiscal issues
