Born and raised in the Inland Empire, he served on the Redlands City Council and as Mayor of Redlands before being elected to Congress in 2014. Since 2023, he has served as Chair of the House Democratic Caucus, making him one of the highest-ranking Democrats in the House and the highest-ranking Latino in congressional leadership
